ESTONIAN EDUCATION FORUM

The Estonian Education Forum (in Estonian Eesti Haridusfoorum) started its activities in year 1995, as the need for the conception of education policy based on as extensive social agreement as possible, as well as the need for development of social partnership with the public sector were perceived. Estonian Education Forum (EEF) is think-tank type NGO representing all most important interest groups in educational policy.

Main aim of the EEF is to support the democratic processes like participation, partnership and social agreement in Estonian education policy. By today EEF has established a functioning co-operation network that consists of more than fifty interest groups and innovative organisations on the field of education. From 1999 EEF have co-operated with different public and private organisations, incl. Ministry of Education and different NGOs to compose the Concept and Strategic Plan for Estonian Education System.

One of the main form of activity is the annual educational forum process as the set of conferences where the situation of education in Estonia is discussed, where the education and labour policy principles of Estonia are developed, specified and improved.

As a result of preliminary forums, concrete draft documents, list of proposal, etc. are prepared for the plenary session of the EEF, which shall be presented to the Educational Forum for decision-making on educational policy issues. Such an approach enables to mould a common opinion of different interest groups as regards the draft resolutions prepared by experts, which should finalise in the realisation of the adopted resolutions.

The organisational structure of the EEF consists from:

* Annual Council of the EEF

EEF have over 40 members (organisations and individuals), among them are highly qualified experts (scientists and practitioners) in the fields of education, work and lifelong learning.
